Zagreb is excellent year-round but peaks in December when it hosts one of Europe's top-rated Christmas markets (free entry, running through January). The Advent in Zagreb transforms the city centre into a sea of lights, mulled wine stalls, and ice rinks. Summer (June–August) is warm and pleasant, with terrace life in full swing. Spring and autumn are the easiest for sightseeing. Zagreb does not shut down in winter the way coastal towns do — it's a fully functioning capital city.
